Closing remarks – 2026 INCYBER in France
SPEAKER

Mr. François Fillon, Former French Prime Minister

Closing remarks: reflections on the brutalization of international relations

Geopolitical fault lines are deepening, and the traditional dichotomies of “good vs. evil” no longer capture the complexity of statecraft. The brutalization of international relations emerges from a lack of strategic nuance and the erosion of frank, structured engagement with rivals. Balancing firm alliances with pragmatic relations across divides becomes essential to preserve stability. Understanding these dynamics sheds light on the consequences of a polarized world and the strategies needed to maintain global equilibrium.

Based on input from over 630 practitioners worldwide, it reveals where organizations stand in terms of program maturity, operational constraints, and real-world attack vectors.

This keynote will unpack the report’s most significant trends: the persistent shortage of OT-security expertise, the slow progress in program maturity, the rise of monitoring practices, and the evolving investment priorities.

Attendees will gain a clear understanding of where the industry is improving, where it is stagnating, and what high-maturity organizations do differently. A concise roadmap will highlight actionable steps to strengthen resilience across industrial environments.
